Dear Aadhar,
Unfortunately, there is no way to disable autapses with structural
plasticity at the moment in NEST 3. The only work around currently
available, which is only valid if you are not connecting one population
with itself but only to other populations, would be to not grow the pre
and post synaptic elements in the same neurons.
I have added an issue in the github repository of nest
