Hi!
The line (although it looks like it is broken) seems to be the readout
of the spikes from the ring buffer of the neuron.
The buffer is filled in the handle() function of the model
<https://github.com/nest/nest-simulator/blob/master/models/izhikevich.cpp#L247>.
